Targeted Care Packages that put each child first

Every child is different, and so are their needs. Targeted Care Packages (TCPs) provide flexible support to help children and young people find the living arrangement that works best for them. This might mean transitioning from residential care to foster care, kinship care, or another option. It might also mean providing extra support to help a young person stay settled in their current placement.

TCPs are all about finding the right fit. We work alongside Child Protection, families, caregivers, and other services to understand what each child needs and build support around them.

Under our care, children and young people receive flexible, trauma-informed support. We help them work towards their goals, stay connected with family, and feel safe and settled. We are here to listen, give them a voice in decisions about their life, and support them to thrive.

Where is Targeted Care Packages available?

In Victoria, we provide Targeted Care Packages for children and young people with a child protection order who are:

  • Needing extra support to stay settled in their current placement
  • Ready to transition from residential care to another living arrangement that may better suit their needs

Your questions answered

Targeted Care Packages are funded by the Victorian Government through the Department of Families, Fairness and Housing (DFFH).

They provide flexible funding attached to a child or young person, supporting a tailored mix of services, therapies, and living arrangements designed around their individual needs and goals.

TCPs help children find the right fit, whether that means moving to a new placement or getting extra support where they are.

You need to be eligible for a TCP before you can receive support. To be eligible, you must:

  • Be under 18 years old
  • Have a child protection order
  • Be in residential care and ready to explore other options, or need support to stay settled in your current placement

Referrals to Aruma are made through DFFH Child Protection. You can ask the child’s or young person’s Child Protection Worker if they are eligible for a TCP.

The length of a TCP depends on each child’s needs and goals. TCPs continue until the young person no longer needs one, or up to 12 months after Child Protection is no longer involved. Packages are reviewed regularly to make sure the support continues to work well.

When a young person is assigned a TCP, we provide a dedicated Key Worker who will:

  • Help develop and build life and living skills
  • Support progress towards education and employment goals
  • Encourage connection with community based on hobbies and interests
  • Connect young people with specialist services that meet their needs
  • Make sure the young person’s voice and wishes are heard and respected
  • Work with caregivers, families, and other services to help the placement succeed

Targeted Care Packages are not a crisis service. If you require urgent assistance or need to report suspected child abuse or a child at risk of abuse, please contact the relevant services below.
